Your first hour in Build and Conquer: what to build on an empty plot, why housing comes before guns, and the fastest way to city level 2 and your first.
Build roads, then a row of mid-rise apartment one for about 32 population each, then shops and supermarkets. At 250 population you hit city level 2 and unlock military production. Do not buy soldiers yet — save for a drone or a tank.
You start Build and Conquer with nothing but an empty plot and a tutorial marker. The tutorial is short, and the game does not tell you what actually matters early, so most new players either build a beautiful empty city with no income or rush guns and get flattened. This page is the order that works.

Step by step, your first hour
- Read the tutorial, then delete nothing. The first plots you can build on are limited; every building you place should have a job.
- Lay roads through your plot. Roads are the backbone — housing, shops and industry all connect to them, and dragging a road line is much faster than placing tiles one at a time.
- Place housing in a row. Open the housing menu and pick mid-rise apartment one. It costs little and delivers around 32 population when construction finishes. Hold your mouse button and drag to place several in one line — placement snaps automatically.
- Place your first shops next to the housing. Shops convert population into money. As soon as you can afford a supermarket, build those instead of small shops — community testing agrees it is the best income building early.
- Keep placing until you pass 250 population. That is the city level 2 requirement, and it unlocks your first military production: guns and soldiers.
- Now choose defence over attack. Your first military purchase should protect your city — most experienced players build drones and a small number of ground units, and stockpile rather than attack immediately.
What not to do
- Do not spam soldiers. A squadron needs 8 guns, and early weapons production is slow. Most new accounts cannot sustain it and end up poorer than the player who just kept building shops.
- Do not ignore farms and industry. They look boring, but missiles and vehicles run on refined resources — the earlier you start the chain, the faster you unlock the fun part.
- Do not turn PvP on casually. Anything you deploy to the mainland turns your base PvP on. If you have no air defence, an afternoon of income can disappear in one missile.
Your first real goal
Your first serious target is the missile quest chain: 5 hits on enemy ground units or buildings for the SRBM, then 12, 25 and 100 for the bigger missiles. Do not try any of that until you have air defence, because every missile you fire costs steel, fuel and money.
