Build and Conquer city levels
City levels in Build and Conquer: level 2 needs 250 population, level 5 needs 2,500, and there is a drag trick to fill housing fast without placing every.
City level 2 unlocks military production at 250 population. Level 5 requires 2,500 population in housing. Place housing in drag lines to hit it fast, and remember your level is kept even if you later delete houses.
City level gates almost everything in Build and Conquer: military production, research, power plants and the top-end commercial buildings all unlock as your population crosses thresholds. Two of those thresholds are well known from community testing — 250 population for level 2 and 2,500 population for level 5.

The three to five jump is the hard one. What changes at level 5 is worth it: the glass tower apartment holds 180 population in a single building and adds happiness on top.
The fast way to level 5
The slowest method is placing apartments one at a time. The fast method, shown by the guide community:
- Build your road grid first, because housing only places along roads.
- Pick your densest apartment building in the housing menu.
- Hold left-click and drag across the plot — the game places the building repeatedly and queues construction automatically. You do not need to confirm each one.
- Keep placing until the population counter passes 2,500. Construction runs on its own.
- Your level is kept. Even if you delete houses afterward, the level does not drop — so you can replace starter housing with better buildings once you have the money.
What to do at each level
- Level 2: get military production running, but keep building the economy. This is when most players get attacked for the first time.
- Level 3–4: industry. Refineries, steel works and storage capacity carry you through the mid game, and level 4 is what the nuclear power plant quest waits for.
- Level 5: the endgame economy. Replace starter housing with glass towers, upgrade commercial towers, and hold a mainland sector for the +30% population multiplier that compounds all of it.
