The GLCM is the second missile in the unlock chain: hit enemy ground units or buildings 12 times to unlock it. It flies a flatter path than ballistic missiles, so defences see it coming — hit exposed targets and keep your launches spread out.
The GLCM — the MdCN launcher in the French Military Pack lineup — is the second rung of the Build and Conquer missile ladder. Its quest doubles the SRBM's grind to twelve hits, and it rewards players who can pick targets rather than fire at whatever is closest.

Cruise versus ballistic
Ballistic missiles arc high and come down fast; cruise missiles fly lower and flatter. In Build and Conquer terms that means a cruise missile is the better tool against targets your enemy is not guarding, and the worse tool against a layered defence that is watching the right approach. Pair it with a ballistic launch — defenders can only process so many intercepts in a 7.1-second window.
Grinding the twelve hits
Same advice as the SRBM, scaled up: hunt ground units on the mainland rather than buildings behind cover, move position after each launch, and do the grind on a server where you are not already at war. Twelve hits is an evening's work if you find a quiet map and one cooperative neighbour.
